I have mentioned this in another post but we used points to get most of our OOT stuff. I get points at my Shoppers Drug Mart for all my purchases and try to save my purchases for a 20x the points days. In a year I have earned $400 in free stuff. I also earn points at my grocery store. The only things we paid cash for is travel mugs and the bags ($1 store). You can do the bags at a limited budget you just have to be creative. (also helps to spread out the cost).

Try dollartree direct that is dollartree's online website where you can buy all things in bulk instead of having to search in the store.

So I spent $300 thus far. What I did was ordered nice totes from Eddie Bauer for $12.99 each. Then, I went to Dollar Tree and got some great travel sized sun screen, aloe, asprin, koozies, playing cards, mini squirt guns and a few other odds and ends. When I get to mexico, I plan to add water and a couple snacks. So I spent the most on the the canvas bag. I am thinking of spending the money to embroider them for $6 each.
              Hope that helps~

well, I am planning on packing non breakables in duffel type bags. Then I will only have to pay for luggage one way. I heard that shipping to mexico is not such a great idea!
