Dos Angeles in Rincon is nice and inexpensive. It is considered a guest home so it is not very large but was quiet and clean when my husband and I stayed.I believe there are four or five different rooms. It is a little ways from town but we had no issue getting around or just hanging by the pool. As far as all inclusives, PR no longer has any resorts that fall under this category. There are some, especially near Rio Grande where you can add meal plans and such. I have always found that I can do as well or better than an all inclusive when staying in PR though.
