No...they sell day passes. I was just there this August and they were selling them. The price is dependent upon what it is that you want to do. If you just do the tour called the Discover Atlantis tour, the cost is $35 adults, $25 kids 4-11. Basically it is a guided tour through "the Dig" which is a mini-museum of fakery about the mythical land of the Atlantis. You also get to tour the other marines habitats. You can get an beach day pass which basically entitles you to go to the beach anbd use the lounge chairs and such...the beach is public though...you just can't access it through the Atlantis...go in through the side of the RIU. The beach day pass costs $60 adults, $35 kids and includes lunch. If you want to use the water-park and rides and have full access to beach and pools, then you need to get the Aquaventure day pass $110 adults, $80 kids.

It's worth noting that it might be cheaper to simply get a room if you have quite a few people that want a day pass. Note that the Comfort Suites has FULL access to the Atlantis and is a few feet from the Beach Towers at the Atlantis. The only thing is..the taxes and surcharges on Paradise Isalnd are ridiculous. You might want to price it out.
