Beach wedding location near Clearwater

I am trying to plan a wedding for my sister. She loves Clearwater and really would like to have a small wedding with a total of 13 people on the beach in Clearwater. She wants to keep it simple, romantic and affordable. I am not from the area and am trying to Google aerial views but it just isn't working well. I have been surfing all over and that is how I happened across this forum so I am hoping to get some help, ideas and suggestions.

 

So my first question is from this list I came across on beach's, in the near by area to Clearwater, which would be the best?

 

Are you even allowed to have a beach wedding if you are not staying in a hotel there? My sister is going down for two weeks at the end of December. She will be staying at a Timeshare that my parents own in Kissimmee, they have given it to her for two weeks for her Honeymoon. Since she is so close to Clearwater she would like to have her wedding there however she is open to other ideas but keeps coming back to a sunset wedding right on the beach.

 

Do you need to have a permit to have a small wedding on the beach? From what I have seen, you need one for the Sand Key Beach. I did however inquire with the Pinellas County via email and am waiting to hear from them.

 

Also she would like some palm trees on the beach, have you ever tried to google beach's just to see if they have palm trees, she really asks a lot of me. I told her if they didn't have any maybe she could just rent some from a vendor near by. Any help would be greatly appreciated, Thankx in advance.
