Looks pretty nice. It looks like Continental only has one flight a day there and it's so early in the morning it'd be hard to make the connection from most parts of the country.

Did you consider using rental cars? Rental prices in Puerto Vallarta don't seem to be too bad and if you guest list can fit in two full size vans you can cut the transportation costs considerably.

2.5 Days is enough to see many things. Pay attention to opening and closing hours to maximize what you can see, the Louvre is until 10pm two nights a week. This is the list of participating museums for the Paris Museum Pass. If it's busy season it could probably save you a lot of time.
There are also day passes you can buy for a boat transit system that stops near most of the major attractions. Of if you just want to go for a ride, or lunch/dinner cruise on a boat you can take the bateaux-mouches. -
This thread has links that say tip $0 and another that says $100-$200. Most of what I've seen says that tipping is generally not expected for officiants.

I have been looking at tons of Passport invites and it appears that most people are just putting them in an envelope. Has anyone done something different? I'm debating between:
1) putting all the information in the Passport and wrapping it and an RSVP Card/Envelope with a ribbon
2) getting a pocketfold, and putting the "invitation" on the main panel, the RSVP card/envelope, and a more information oriented Passport in the pocket
Thoughts?

If you get married in France it will be recognized in the US. However, to get married in France, one of the two people must live in country for 40 days, and there are also additional requirements as far as locations go, and who can perform them.

If you want to do it, I don't think there's any right or wrong way:

In Paris I would try to stay along the river if possible, 1st-8th arrondissement, you can walk to a lot of the sites from there. If you are looking for a specific type of area, nightlife, artsy, etc, you can look up the differences between the districts. There are a lot of two star hotels in this area, and you'll notice that whenever you see pictures, it looks like most of the room is cut off, that's because most of them are just big enough to fit the bed and a desk.
BTW, Paris has "museum cards" where you can pay one fee, and have a card for multiple days that gets you into most of the major museums and I believe you bypass the line.

2) Luxurious resort
3) Accommodation cost - seems to contradict with #2 but not necessarily
4) Private ceremony locations
5) Capacity - fewer the better
