I find that odd. I think they should be personalized. Even if just a generic thank you if you draw a blank! I had enough memories or specific thank you's I needed to give that I filled each card right up!

I love handwritten cards. I think nowadays that we do everything we computers it means the world to me that someone took the time to write something for me, even if it just says my name and thank you .
Kind of along the lines of what Calgarybride mentioned, for those that attend and didn't bring a gift, or those that did (could work for both groups), How about mentioning a special moment during the wedding week? Since technically that was their gift

    Just make two different messages, one for those who attended the wedding and brought the gift and those who didn't attend the wedding but still gave the gift. Just say how much it means to you all the efforts they have taken!

      Id say stick with a standard format and just slight adjustments for each "category"
