OOT bag questions...help!

I am curious when giving oot bags do you give them individually or to couples?  Do you give them to guys (they seem feminine)?  About how much to spend is average per bag?  Also do you give favors on top on these or are these considered your favors?

Personally, I'm giving one per couple. I'm also giving one to my brother ( single guy). I'm not planning to give favors in addition to bags. I think that mine will be about $30/bag when they are finished, but I'm only making 5. My bags are pretty girlie, but the items in the bags will be useful for the guys too.

We gave one bag to couples, and also one bag to singles (such as my brother, my husbands grandma).  However, for the couple bags we did include 2 of some things so there would be one for each person.  We spent about $12 per bag.  We didn't give favors on top of this, we considered these to be our favors.

I think I'm crazy--- we are doing one per person and we have 58 guests.  We have about 15 single people coming and I thought it would be too confusing to determine which singles are rooming together and not.  It wound up being about $10 a bag but we aren't doing favors.

I am giving 1 for each couple, but I have a couple rooms where there are 2 women in them so I am giving each woman a bag.  I think women will get more use out of them since I am putting them in cute flowery tote bags.  But I do have 1 guy rooming alone, I got him a solid blue tote

We are doing one per room, with the exception of the rooms that have multiple people from different families (ie, two couples staying together or the room that three of the bridesmaids are sharing).
