Question about attachments

Is this the list you all see when you click the little paperclip to attach something? It won't let me attach jpg files since they aren't on the list....just wondering if my list is incomplete or if nobody can attach jpg files?

I've tried converting jpg files to bmp files but then there is an error with the dimensions so I can't upload those either. I can use the URL of a hosting site but - for whatever reason - most people tend not to be able to see the images (but some do which weirds me out too?)

 

After like 6 months of it not working well I'm perplexed
