Yeah I like the maraca idea, maybe tie the wedding charms to the maracas. If u are a bride on a budget, check out oriental trading:

Definately put them on the table rather than in the OOT bags!

"We are lucky we only have 7 people coming with us so the cost isn't too high. I decided after talking to the resort just to put them in our OOT bags and the only reason I did this is because they will charge me a $250 set-up fee to put them out for the reception. To me, that was just too much."

O wow what resort are you staying at?? thats a rip off!

We are staying at Beaches. I have stayed at Sandals resorts before & Beaches is owned by the same company but their fees for everything seems to be a little high. Originally they wanted to charge me $250 to set up a table for the sand ceremony kit (we were bringing it) but I talked them down to $50.

This will make it a little more personal.
I too would do this to make it more personal rather than lumping it in with the other goodies.

Or, could you ask someone (like MOH or your mom) to add them to the glasses for you?

I would wrap them up in a gauze bag with a thank-you tag and personally hand them out to your guests either just before, or right after dinner. Your hotel is crazy to be charging $250, but can they at least provide you with a serving tray to store them on? OR, bring your own, OR bring a nice gift bag and plop them in it! Whatever you do, don't give that hotel a dime for doing something so simple! Geesh.
