Hey I am in Toronto and am trying to plan a DW. My guests budgets are under 1000. Any reccomendations for all inclusive places? I am thinking Ciba or Mexico?

Hi All!! I am newly engaged and planning to have my wedding in Cuba. I have not decided what resort or anything! Its so over whelming with all the different options! I am looking to have the wedding either Feb/March or November of 2013. Any advice would be great. I am having about 10 people attending. Is it best to get a travel agent? Any site recommendations?
